This journal contains scientific articles on public administration science written in two languages: <em>Bahasa Indonesia</em> and English. JIAP is published by Brawijaya University Indonesia in collaboration with Indonesian Asscociation for Public Administration. </p> <p>JIAP has been reviewing and assessing the practice of public administration at the local, regional, national and international levels where it is directed to managing development processes in low and medium income countries. It gives special attention to investigations of the management of all phases of public policy formulation, implementation and evaluation which have an interest and importance beyond a particular government and state. This right is guaranteed in every regulation including local regulations. Unfortunately, the formulation of regulations often encounters obstacles due to various interests of both policy makers or stakeholders in its preparation. The main focus in this research is on analyzing the role of stakeholders in the formulation of Regional Regulation Number 2 of 2021 using the Eden &amp; Ackermann Power vs Interest Model analysis. This research uses data analysis techniques using the Miles &amp; Huberman method, which consists of data reduction, data presentation and conclusion drawing. The Descriptive Qualitative approach used in this research aims to describe the role of stakeholders systematically and accurately in accordance with the actual situation. The stakeholders involved consist of the Bojonegoro Regency DPRD, Bojonegoro Regency Social Service, Bojonegoro Regency Disability Association (PDKB) and IDFos Indonesia. To analyze the role of stakeholders consists of three steps, namely Stakeholder Identification, Stakeholder Classification and Inter-Stakeholder Relationships. The results of this study show that stakeholder involvement in the formulation of Regional Regulations on the Fulfillment of the Rights of Persons with Disabilities is pseudo (not procedural). Stakeholder involvement in the formulation of the Regional Regulation only reached the Focus Group Discussion (FGD) stage, the rest were not involved. The Ketapanrame Village Government makes community empowerment one of the keys to the success of creating a tourist village that is able to provide achievements for the village at national level. This research aims to analyze the governance of Ketapanrame Village Government by involving community in developing tourist village using a descriptive qualitative approach and an interpretative-political perspective. Analysis and interpretation of data shows that development of the Tourism Village in Ketapanrame is able to empower the community in tourism operational activities. This was carried out by BUMDes Mutiara Welirang which formed two community groups, namely the Taman Ghanjaran Joint Business Group (KUB) and the Rakasiwi Tourism Awareness Group (Pokdarwis). These empowerment efforts have resulted in economic and welfare improvements as well as opening up job opportunities for people of Ketapanrame Tourism Village. The collaborative governance perspective is used as an alternative solution that can solve public problems with the involvement of multiple stakeholders, not just the government. This research aims to analyze the prevention of child marriage with a collaborative governance perspective to find alternative solutions that are applicable to all stakeholders involved. This research uses qualitative methods with interactive data analysis techniques. Data collection was carried out by interviews, observation, documentation and FGD with relevant stakeholders. The research results show that in Sumenep Regency there have been collaborative efforts to prevent child marriage through various activities such as socialization, education and mentoring. Collaborative governance still needs to be improved in order to produce integrated collaborative actions that can reduce the number of child marriages. This research uses Qualitative methods with a Descriptive approach, and uses NVIVO in data processing. Kelurahan Bersih Narkoba is a program of the National Narcotics Agency in collaboration with local governments in the context of preventing, eradicating, abusing, and distributing drugs in the smallest scope, namely villages, this is done to reduce the high number of national drug trafficking. The results of this study indicate that the implementation of the Setonopande Clean Drug Village is going well, this is indicated by the fulfillment of the Five Precise Indicators of Program/Policy Implementation which contains the accuracy of the policy, implementation, target, environment, and the accuracy of the process, on the other hand there are still findings of implementation that are still less precise and can be improved in the future, such as communication between implementers, making clear and specific regulations, and allocating a special budget for this program. The findings of this study in the implementation of KLA policies in Sinjai District did not run effectively based on analysis with Grindle's theory, the researcher concluded that in terms of policy content, everything has been clearly stated in the policy but the implementers have not been able to implement it effectively while in terms of context, the lack of regulations that have not supported the implementation of the KLA program, the lack of understanding of the actors involved regarding their duties and responsibilities is a problem in policy implementation, the lack of monitoring of the institutions involved, such as the Children's Forum at the village / kelurahan level, is a serious problem. The role of taxes in development is seen in all aspects of development carried out by the government. Therefore, the presence of taxes is very important and affects development in a region. Local financial revenues currently obtained are still not optimal, one of which is characterized by a large amount of tax receivables. This study is very important due to the lack of discussion about local taxes in a particular study. In this study, researchers link the tax revenue sector to the Collaborative Governance perspective. This study uses a research method with a Quantitative approach Stuctural Equation Modeling (SEM) method. The results showed that Collaborative Governance has a strong influence on local tax revenue. The government has tried to prevent child marriage with various policies, one of which is by raising the minimum age of marriage for women to the same as men, namely 19 years, but after several years of implementation, cases of child marriage are still quite high in Indonesia. This fact is certainly very worrying, because child marriage will hamper the growth and development of children and even eliminate the basic rights that children should get such as the rights to education, health, civilian, free of discrimination and violence and other rights. Malang Regency, which contributed the highest number of child marriages in East Java in 2022, has carried out various policy programs that have succeeded in reducing the number of child marriages. This article analyzes the success of the child marriage prevention policy program in Malang District using descriptive qualitative research methods with Allan McConnell's Policy Success theory. This article explores the success of preventing child marriage from the program dimension and its level of success. The research results were obtained using qualitative methods. This research shows that the implementation of ETPD in the revenue of waste/cleaning retribution levies in Tangerang City is still not optimal, there are 4 (four) aspects that are factors in efforts to implement ETPD, bureaucratic structure, disposition, resources and communication. Thus, teachers can design learning in accordance with the level of student development. The research methodology employed in this study is a quantitative approach utilizing a survey design. The target population for this research is class XII students at SMK Negeri 2 Garut, the sample amounted to 197 respondents, consisting of 151 men and 46 women. The findings indicated that the pedagogical and professional competencies of teachers positively and significantly impact the academic capabilities of students. However, teacher’s personality competence has no influence on student academic ability. There are several possible reasons for the absence of influence between these variables, including the different characteristics of students and teachers, where each student has a unique personality, background and learning preferences. However, the downtown area of Lamongan Regency has not been able to optimize the potential of public green spaces as a support for the city center according to the policy. The research aims to examine the implementation of spatial planning policies in the utilization of public green spaces in the downtown area of Lamongan Regency. This research uses a descriptive-qualitative method. The results show that the implementation of the policy on the utilization of public green spaces in the development of new public green spaces has a total development percentage of 7.7%, which does not align with the policy. Maintenance of public green spaces is carried out according to the maintenance standard operating procedure (SOP).
