JIAP is published by Brawijaya University Indonesia in collaboration with Indonesian Asscociation for Public Administration. </p> <p>JIAP has been reviewing and assessing the practice of public administration at the local, regional, national and international levels where it is directed to managing development processes in low and medium income countries. It gives special attention to investigations of the management of all phases of public policy formulation, implementation and evaluation which have an interest and importance beyond a particular government and state. The method used was a qualitative study by conducting interviews with 3 informants from the Sukabumi City Social Service and then the results of the interviews were written descriptively in the form of words in accordance with the problems studied and the situation that was happening. The results showed that the implementation of this policy was considered quite good. Policy standards and objectives were followed in accordance with the Minimum Service Standards (MSS), while resource utilization, especially funding sources, still required more attention. Inter-organizational communication, characteristics of the implementing agents, and attitudes of the implementers are considered positive, with maximum support from the economic and social environment of the community. Nonetheless, communication complexity and some constraints, such as multiple commitments and program complexity, became barriers to implementation. Various strategies have been implemented to recover from the impact of the pandemic, one of which is through community empowerment through the Community Based Tourism (CBT) concept. This research aims to describe CBT in the development of marine tourism on Derawan Island. The focus of this research is analyzed using CBT theory which looks at tourism management into five main dimensions including economic, social, cultural, environmental and political. This research uses descriptive qualitative research. The research results show that various efforts have been made in developing CBT from an economic aspect in post-pandemic recovery to increase income in the tourism sector through human resource development. In the social dimension, the quality of life of the community has been improved through the empowerment of the formation of Pokdarwis. The cultural dimension has been running with the preservation of historical, culinary and dance tourist destinations. In the environmental dimension, various efforts to prevent marine abrasion still need to be improved. There is a need for cooperation between the community and the government to achieve this goal. One of the government's efforts to increase development is through Principles of Thought (Pokir). This research aims to explain the influence of leadership on increasing development in Banjar district through the existence of the DPRD's Pokir. This research uses a quantitative approach with a descriptive research type by distributing questionnaires to the public using purposive sampling techniques to 370 samples. The results of this research are that Leadership agility influences Pokir in improving development in Banjar district. The study aims to reconstruct the concept of institutional capacity of village governments in development planning using the Salvador &amp; Sancho (2021) concept. The method used is descriptive qualitative. Primary data were obtained from in-depth interviews and direct observations, while secondary data were collected from books, journals, and related legal regulations. The research findings indicate several aspects that support the role of the village government, namely related to strategic capacity, analytical capacity, management capacity, and collaborative capacity. Overall, the Tanjungsari Village Government has not fully demonstrated strong institutional capacity in conducting village development planning. This is particularly evident in the implementation of analytical and management capacity aspects. In addition to the resources available, analytical capability and the completeness of village data also have limitations in both usage and quality and quantity. However, there are several components that serve as strengths, such as strategic leadership, budget allocation, data units, coordination systems, and efforts to enhance collaboration. This condition means that villages need clear goals in their development, along with this problem the Village SDGs provide direction for achieving sustainable development. Landungsari Village as a village that is categorized as an independent village with an IDM of 0.8879/1.0000 has a Village SDGs achievement of 40.53/100.00 leaving a question about what village policies are in sustainable development of the village. This research aims to explain the development policies launched in Landungsari Village, as the Village SDGs are the direction of village development. This research uses a descriptive qualitative method with a focus on development policies in Landungsari Village, where the data analysis process uses the data triangulation method. Primary data was taken through interviews, observation and analysis of village government documents, and secondary data came from scientific papers relevant to the research. High poverty rates persist in various regions, including in Lamongan Regency, prompting the government to formulate public policies to address this challenge. This study aims to investigate the implementation of poverty alleviation policy in Lamongan Regency as outlined in the Regional Medium-Term Development Plan (RPJMD) for the period 2021-2026 and the influencing factors. The study employs Grindle's (1980) framework as a lens to explore the factors affecting policy implementation. Using a qualitative method with a descriptive approach, the study collected primary and secondary data through interviews, document analysis, and literature review. The results indicate that the poverty alleviation policy in Lamongan Regency has demonstrated commendable performance, evidenced by a consecutive reduction in the poverty rate by 12.53% in 2022 and 12.42% in 2023. This performance is influenced by factors related to policy content and the implementation context. The study provides recommendations for policymakers to consider aspects related to policy content (clear goal-setting, targets, and implementation mechanisms) and the implementation context (collaborative governance strategy, political considerations, and flexibility), particularly in addressing poverty in a region.</p> </td> </tr> </tbody> </table> David As'adi, Mochammad Rozikin, A. The issue regarding the Implementation process of the Jendela Pontianak Integrasi (JePin) Program is interesting to research, considering that the services provided by Jendela Pontianak Integrasi (JePin) are not well utilized by the people of Pontianak City. In writing this article, it uses Charles O. Jones' theory in the implementation process which consisted of Organization, Interpretation and Application with a qualitative approach method with descriptive research type. The results of this study show that the Implementation of Jendela Pontianak Integrasi (Jendela Pontianak Integrasi (JePin)) as a form of <em>Smart City</em> Masterplan Implementation in Pontianak City has a fairly good impact on the Pontianak City Government in implementing <em>Smart City</em> and also has a good impact on the people who use it. Literature studies are employed to elucidate the application of SMK3 in companies, particularly in the upstream oil and gas sector. The findings of this study demonstrate that the application of the Occupational Safety and Health Management System (SMK3) in upstream oil and gas companies can be effectively executed by adhering to the Plan-Do-Check-Action (PDCA) principles. The objective is to ensure that the implementation of SMK3 progresses as planned, is executed in accordance with the plan, includes adequate control and supervision, and incorporates measures to enhance K3 performance. In addition, internal audits are necessary to assess and analyze K3 policies and enhance organizational processes, with the ultimate goal of attaining zero accidents. Conducted in Malang City, East Java, the study employed a survey method targeting residents aged 18 years and above who have utilized public services from the local government. A stratified sampling method was utilized to select a sample of 355 individuals. The independent variables investigated encompass social intelligence, cultural intelligence, emotional intelligence, and intellectual intelligence, while service innovation serves as the dependent variable, with spiritual intelligence acting as a moderating variable. Data were gathered through closed questionnaires, subsequently validated and assessed for reliability using the Karl Pearson method and the Cronbach Alpha test. Subsequent data analysis was performed employing SPSS to ascertain validity and reliability, and Smart-PLS for further analysis. This research aims to scrutinize the relationship between spiritual intelligence and service innovation within the realm of public administration, aiming to contribute novel insights into the integration of spiritual intelligence in the advancement of more comprehensive and efficacious public services. The uneven distribution of public senior high schools in Gresik Regency can cause difficulties in accessing education for students. This condition leads parents to take actions such as entrusting their child's name to the Family Card (KK) of family or friends who live close to the location school. There are also those who deliberately manipulate the coordinates of the house to make it look closer to the location of the location school. The purpose of this study is to describe and analyze the implementation of the zoning system policy in the admission of New Learners (PPDB) as an effort to equalize education in public high schools in Gresik Regency. The research method used is descriptive qualitative research method. Data collection techniques are interviews, observation and documentation. The results showed that the policy has been running well according to the variables proposed by George C. Edwards III. Communication is done by providing socialization to schools and parents of students. The resources used are in accordance with the required capabilities. The research methods used were literature study and descriptive analysis. Through the literature study approach, various sources of information relevant to the research topic were identified, including journal articles, books and related documents. The results of the descriptive analysis show that performance dialog has a crucial role in setting performance expectations, developing work plans, and facilitating communication between superiors and subordinates. The practical implication of this finding is the importance of strengthening the performance dialogue process as an integral part of an organization's performance management system.
